What is the meaning of this long text?

Dear Mogens,

Perhaps you can help us out. On http://dietrich.soundtoll.nl/scans/toon ... 32&sid=616, left page, 28 august, there is a lot of text about a passage (almost complete in the attachment). Could you explain what this is al about?

Thanks in advance!

It is about two unlucky Dutch schippers who met a Danish nobleman, Jacob Rostrup who for same years earned his living as a pirate around the coast of Jutland until he was captured and executed in June1594.

A transcription of the text would be:

Petter Petterssenn v: Hornn kom fran Mellfartt
Sund bleff thagitt Vdj Søen aff Jacob Rostrwp vn-
der Schagen some hannum Vdj nogen Dage haffde
Fenghslidt och Illde medt ferridt huilckitt hannd

End haffe Enn Schiipper wedt Naffn Frandz Dyrickh-
ssenn aff Fliilandt Vdj Liige Maade medtførdt
Kon:May: och Regerendis Raadz Schriffuellsse som
Vdj Liige Maade wor thagen aff Jacob Rostrwp
at werre fry for tholl och Lastpenndinge paa thennde
gangh och gaff innthet.

Forne Schipper Petter Petterssen hafue Inthde (?) 21 lester
Saltt 7 lester Sild huis Penndinge som wor 150
Daler ther bleff handt quitt. Sallthidt bekom hand
vdigenn.
Forne Schipper Franndz Dyrickhssen blev frann
thagitt 126 Daler.

And a translation:
Petter Pettersen from Hornn came from Mellfartt
Sound (and) was taken at sea by Jacop Rostrup at
Skagen who for some days had him in custody
and behaved badly against him which complaint he sumissively
had brought to Royal Majesty and The governing Counsil
and he had brought to the toll here in this place his
Majesty's written letter that he should be free of toll
for this voyage and he has passed free of toll because
of this commandment and gave nothing.

Also a schipper by name Frandz Dyrickhssen
from Fliilandt had brought a letter from Royal Majesty
and The governing Counsil - he was in the same way taken
by Jacob Rostrup - that he should be free of toll and
lastpendinge this time and he gave nothing.

Said schipper Petter Petterssen had ( ***) 21 lester
Saltt, 7 lester Sild, the worth of which 150 daler he lost.
He became the Saltt again.

From said schipper Frandz Dyrickhssen was taken 126 Daler.
---
A couple of comments:
The KIng Christian IV was still a teenager and Denmark was ruled by a governing counsil until he was crowned king in 1596.
The reason why the two unlucky schippers were allowed to pass free of toll must be that the one of the reasons given for collecting the Sound Toll was that the Danish king would take care that the schippers could sail witout beeing harmed in Danish waters.

Hartelijke groet
Mogens

Dear Mogens,

Thank you for this extensive translation! Naughty boy, this Jacob Rostrup. And he was allowed to do so? The Governing Council did not have control over this 'nobleman'?

Venlig hilsen,

Dear Ubo

Rostrup left Denmark around 1588 for England - was later in the Netherlands and Spain until he returned to Danish waters as a pirate some years later, but was as mentioned captivated and executed 1594.

Groet
Mogens
